Reserves helped to prevent higher rate increase says council leader

The leader of Douglas Council insists members spent hours examining budgets before settling on this year’s rates rise.
A 1.6 per cent increase was announced this week at 451 pence in the pound.
David Christian says reserves have also been used to plug shortfalls in what he’s described as ‘significant losses of income’ due to Covid-19.
He claims the rise could have been a lot higher:
