A petition has been launched calling for emergency phones to be installed on Marine Drive.
Laura Eckersley was involved in a rescue along with her dog at the site last week.
The dog went over the 150ft and her partner went to rescue the animal but got stuck.
Emergency services were able to rescue the duo who were uninjured.
Ms Eckersley was forced to drive away from the scene to contact authorities. She has now launched a petition calling for the Department of Infrastructure to install emergency phones at the site.
She said: "I believe it is necessary for people to have the ability to make a phone call should something go wrong. I would hate for anyone to have to go through what I did and having to run to my car and drive just to be able to call 999. Every second is critical in an emergency."
Over 150 people have signed the petition so far.
The Department of Infrastructure is currently consulting on plans to pedestrianise the area.
